City of Portland Begins ‘Daylighting Crosswalks’ as Part of Vision Zero Commitment
The City of Portland has begun “daylighting crosswalks” as part of its commitment to Vision Zero. Daylighting is the practice of ensuring authorized vehicle parking is set-back far enough to allow sufficient visibility at intersections, crosswalks, and driveways. This removes blind spots and means that drivers, bicyclists, and pedestrians can see each other clearly before entering the crosswalk.
“Daylighting crosswalks is a simple, proven step that makes an immediate difference in safety for everyone navigating our streets,” said City Manager Danielle West. “By clearing sightlines at intersections, we are eliminating blind spots so drivers and pedestrians can clearly see one another. This work is a crucial component of our Vision Zero commitment to eliminate traffic-related fatalities and serious injuries across Portland.”
Chapter 28 of the City’s Code, Sec. 28-53, stipulates that cars should not be parked within 20-feet of the center of any crosswalk, or within 25-feet of an intersection. City staff is currently reviewing crosswalks and intersections throughout the city to see where existing parking sign locations may be out of compliance with City Code. Since beginning this work, 10 intersections have been daylighted, resulting in safer crossings for pedestrians and better sight lines for motor vehicles.
The City of Portland’s dedication to the Vision Zero initiative reflects a systemic approach to preventing traffic-related fatalities and serious injuries. This commitment is actively supported by its Quick Action Plan, which outlines short-term, high-impact strategies to enhance roadway safety. Specifically, the initiative to ‘daylight’ intersections—clearing on-street parking to improve visibility—is identified as a priority safety measure within the Plan’s 'Safer Roads' objective (Action SR-3), ensuring that the City’s infrastructure proactively addresses critical pedestrian and driver safety needs.
